Clearwater is an incorporated city, so street and right-of-way placement inside city limits is handled by the City of Clearwater. A dumpster on a private driveway usually doesn't need a permit. Condo and beach properties may also need sign-off from the association or property manager.
Condo associations on Clearwater Beach, Island Estates, and Sand Key often set rules on contractor parking, work hours, and where debris can be staged. Get those rules in writing before you book.
